Your Annual Existential Status Review: What to Expect and How to Prepare

Every year — or, in certain edge cases, every perceived year — the Bureau of Ontological Accountability conducts its mandatory Existential Status Review (ESR) for all registered citizens, entities, and legally recognized presences within Bureau-adjacent reality.

If you have received a Notice of Impending Review (Form ESR-1 through ESR-1(g), depending on your assigned continuity tier), congratulations: you still exist, at least provisionally. This guide will help you understand the process, gather the appropriate documentation, and approach your review with the calm, cooperative demeanor the Bureau strongly encourages and, in some districts, mandates.

Not sure if you exist? If you are reading this document, the Bureau considers you presumptively extant for the duration of this article. Please do not take any action based on that presumption without first filing Form PE-9 (Provisional Existence Acknowledgment).

What Is the Existential Status Review?

The ESR is a routine audit of your continued presence within the recognized continuity of Bureau-administered reality. It is not a judgment. It is not a threat. It is, per Bureau Communications Directive 44-C, "a friendly administrative touchpoint to confirm that you have not ceased, branched without authorization, or become an unregistered echo."

Reviews are conducted annually, biennially, or upon the occurrence of any of the following triggering events:

You have been reported as not present in three or more consecutive mandatory musters
Your Continuity Signature has flagged a deviation of 12% or greater from your registered baseline
You have applied for, received, or been in proximity to a Temporal Reassignment Certificate
A neighboring citizen has filed a Bystander Dissolution Report citing you as a probable cause
The Bureau's automated Ontological Drift Detection Array has pinged your file for any reason, including but not limited to clerical error

Most reviews are triggered by nothing more alarming than a clerical discrepancy or a sensor miscalibration in your district's monitoring apparatus. The Bureau reminds citizens that 94.7% of all ESR subjects are confirmed extant by the conclusion of their review. The Bureau declines to comment on the remaining 5.3%, citing active case sensitivity.

Required Documentation

You are expected to arrive at your scheduled review with the following materials, organized in the order listed. The Bureau's Ontological Compliance Officers do not have time to wait while you locate your Continuity Certificate. No exceptions have been granted in the past eleven years, and the Appeals Tribunal has indicated it does not expect to grant any.

Tier-One Documents (Mandatory)

Form ESR-4: Self-Declaration of Ongoing Presence Complete all 14 pages. Section 9 (Retroactive Presence Confirmation) may be left blank only if you have filed a Pre-Exemption of Retrospective Accountability (Form PERA-2) no fewer than 30 days prior to your review date.
Continuity Certificate (Current Cycle) Issued annually by your local Continuity Registration Office. If your certificate has expired, lapsed, or been consumed by a registered entropy event, you must obtain a Replacement Continuity Document (Form RCD-7) before proceeding. Note: Form RCD-7 requires a notarized copy of your previous Continuity Certificate, which you no longer have. The Bureau is aware of this. Form RCD-7(a) exists for this reason.
Ontological Baseline Affidavit A signed attestation that you remain, to the best of your knowledge, the same entity who originally registered with the Bureau. If you have undergone significant alteration — philosophical, physical, or temporal — you must attach Form OBA-Amendment-1 and provide a written narrative of no fewer than 500 and no more than 501 words describing the nature and scope of your transformation.
Three Witnesses of Continued Existence Witnesses must be registered citizens in good ontological standing. Echoes, projections, and authorized duplicates are not eligible witnesses, even for their originating entity. Witnesses must complete Form W-ESR-3 and present valid Bureau-issued identification. If your witnesses cannot attend in person, they may submit a Notarized Remote Existence Attestation (Form NREA-1), provided they do so in person.

Tier-Two Documents (Situational)

Bring the following only if applicable to your circumstances. Bringing inapplicable Tier-Two documents is discouraged and, in Sector 7 districts, subject to a nominal administrative fee.

Form TB-11 (Temporal Boundary Disclosure): Required if any portion of your existence has occurred non-linearly since your last review.
Form AE-6 (Adjacent Entity Clarification): Required if you share a Continuity Signature with another registered entity, whether by arrangement, accident, or unresolved bureaucratic overlap.
Form SR-2 (Spontaneous Reconstitution Notice): Required if you have, at any point in the review period, ceased to exist and subsequently resumed. Attach a brief explanation. The Bureau has seen most explanations before, but appreciates the effort.

Missing Documentation Policy: Citizens who arrive without complete Tier-One documentation will be issued a Provisional Incompleteness Notice and rescheduled. Rescheduling slots are available. The Bureau will not say when.

The Day of Your Review

Arrival

Report to your designated Compliance Facility no fewer than 30 minutes before your scheduled appointment. The Bureau's waiting areas are equipped with seating, ambient lighting calibrated to promote quiet contemplation, and informational pamphlets that have not been updated since the Bureau's Seventh Restructuring. You are welcome to read them. You are not welcome to ask why they reference departments that no longer exist.

Do not bring food, beverages, or emotional support entities to the review area. Emotional support entities require their own ESR appointments and must be scheduled separately.

The Continuity Scan

Your review will begin with a non-invasive Continuity Scan, administered by a Bureau-certified Ontological Compliance Officer (OCO) using a Class-3 Presence Resonance Instrument. The scan takes approximately four minutes. During the scan, you are asked to:

Remain still
Think of something you have directly experienced, not merely recalled
Resist the urge to ask what the instrument is reading

OCOs are trained to maintain a neutral expression regardless of what the instrument detects. Do not interpret their expression as informative. It is not.

The Interview

Following the scan, you will participate in a structured interview lasting between 12 and 45 minutes. The OCO will ask a series of standardized questions drawn from the Bureau's Verified Existence Interview Protocol (VEIP), Eleventh Edition. Sample questions include:

"Please describe, in your own words, your experience of being present during the past review cycle."
"Have you noticed any gaps, discontinuities, or unexplained repetitions in your experience of sequential time?"
"On a scale of one to five, how would you rate your overall confidence in your own continuity?" (Note: answers of "zero" require supplemental Form CI-0 and are flagged for secondary review.)
"Is there anything about your current existence you would like the Bureau to know, officially, on the record, before we proceed?"

Answer honestly. The Bureau's Veracity Detection Systems are not sophisticated enough to catch skilled dissemblers, but the Bureau would prefer you not test that.

Determination and Notification

At the conclusion of your review, the OCO will render a preliminary determination in one of five categories:

On "Status Indeterminate": This classification affects fewer than 0.3% of all ESR subjects and is rarely permanent. Citizens assigned this status are encouraged to continue their daily routines while their file is under active investigation, as the Bureau finds that behaving as though one exists tends to resolve the matter faster than the alternative.

Frequently Asked Questions

Can I reschedule my ESR? Yes. Rescheduling requests must be submitted on Form RS-ESR-1 no fewer than 21 days before your scheduled appointment, accompanied by a written explanation of no more than two sentences and a $14 administrative processing fee. Rescheduling is granted at the Bureau's discretion. Approval of a rescheduling request does not constitute an extension of provisional existence status.

What if I disagree with my determination? Citizens have the right to appeal any ESR determination by filing Form APP-1 (Notice of Existential Appeal) within 30 days of receiving written notification of their status. Appeals are reviewed by the Bureau's Office of Ontological Reconsideration, which convenes quarterly. Citizens are advised to continue existing while their appeal is processed.

My neighbor received a "Confirmed Extant" determination in under ten minutes. My review took four hours. Is something wrong? Review duration varies based on a wide range of factors, including your assigned continuity tier, prior review history, instrument calibration, and the complexity of your Ontological Baseline. The Bureau does not consider review duration to be a meaningful indicator of outcome. Please stop asking this question. We receive it every cycle.

I have never registered with the Bureau. Do I still need an ESR? Unregistered entities are not subject to the ESR — they are subject to the Unauthorized Presence Audit (UPA), which is a distinct and significantly less comfortable process. If you have reached this FAQ as an unregistered entity, the Bureau strongly recommends immediate voluntary registration via Form REG-1 before your UPA notice arrives. It will arrive.

The form instructions reference a "Bureau of Persistent Personhood." Is that the same as the Department of Existential Accountability? No. The Bureau of Persistent Personhood was reorganized into the Department of Existential Accountability during the Fifth Restructuring, though certain legacy forms were never updated. All references to the Bureau of Persistent Personhood on active documents are to be treated as references to the Department of Existential Accountability. This has been standard policy since Directive 18-F was issued. You should have received Directive 18-F. If you did not receive Directive 18-F, please submit Form ND-1 (Notice of Non-Receipt) to your district office.

A Note from the Department

The Bureau of Ontological Accountability understands that the Existential Status Review can feel daunting. It involves paperwork, appointments, and a period of institutional uncertainty that some citizens find philosophically destabilizing. The Bureau acknowledges this.

It also notes, respectfully, that the alternative — allowing citizens to persist in an unaudited state, subject to unchecked ontological drift and unmonitored continuity degradation — is not something the Bureau is prepared to countenance. Order is not free. Reality does not maintain itself. Someone must do the paperwork, and the Bureau has determined that that someone includes you.
